Public Health (WIV-ISP) and the Veterinary and Agrochemical Research Center (CODA-CERVA). The two

The service healthdata.be which is part of the Scientific Direction of Sciensano (Expertise, Service Provision and
Customer Relation) counts around 80 staff. The service provides technical expertise for the development and
management of data flows for supporting scientific research in Belgium.

2.Description of the assignment
The main activity of this assignment is the development of a contract management system and fine-tuning of
the contract templates for all business projects of the healthdata.be service. For each analysis, data collection,
exploitation or reporting project, Sciensano must conclude a service agreement with the project applicant.
Contract management is the process of managing contract creation, execution, and analysis to maximize
operational and financial performance at an organization, all while reducing financial and legal risk.
Tasks will include, though not being limited to, the following points:
– Updating the current contract templates to the prevailing operational and legislative framework in
close collaboration with the financial team and Service Manager;
– Providing advice on issues of contractual interpretation and assisting in any disputes resolution
process;
– Based on own experience and expertise with such agreements, structuring the layout of the specific
templates and including all relevant parts;
– Thinking about and integrating within the agreement specific dependencies for project delivery;
– Defining maintenance for healthdata.be projects and the period for which a project is contractually
defined as being in maintenance;
– Aligning the existing request for change process with the contract management process;
– Developing an efficient contract overview which can be used for all teams involved for project followup;
– Implementing a monitor of the performance of the contractual obligations.
3.Requirements
– Understanding of contracting management, financials and contractual terms and conditions within an
IT-environment;
– Good proficiency of MS Word and MS Excel;
– Outstanding command of English, written, spoken and understanding required. Dutch and/or French
is a plus;
– Proactive attitude and sense of innovation;
– Efficient, rigorous and close attention to detail.
The consultant(s) will be working in close collaboration with the healthdata.be financial and administration
team and will report to the Financial Coordinator
