De FOD Mobiliteit en Transport houdt de zaken in beweging. Op de weg, op het water, op de rails of in de lucht, we zorgen ervoor dat iedereen zich kan verplaatsen. Onze belangrijkste missie is bij te dragen aan de veiligheid, het milieu en de economie van het transport. Binnen het SPF Mobiliteit en Transport centraliseert de Directie-generaal Maritiem Transport alle verantwoordelijkheden van de federale overheid met betrekking tot de voorbereiding, uitvoering en opvolging van beleid met betrekking tot maritieme zaken. Dit omvat onder andere de veiligheid op zee en in zeehavens, internationale samenwerking, planning, uitvoering en controle van de regels voor het gedeeld gebruik van de Noordzee tussen professionele en recreatieve gebruikers. Binnen de Directie-generaal Maritiem Transport richten we ons op digitale transformatie en innovatie.

Missie

Met behulp van het Cloud Adoption Framework van Microsoft als richtlijn, is het SPF Mobiliteit en Transport begonnen met de herontwerp van een bestaande Azure-omgeving met workshops waarbij verschillende belanghebbenden betrokken waren (ontwikkelingsteams, infrastructuurteams, management, enz.).
In dit project lag de nadruk op het ontwerpen van Azure-governance, het ontwerpen van het Azure-netwerk en standaardisatie/automatisering via IaC (bicep). Het ontwerp en de uitrol van AKS, APIM en Service Bus maakten ook deel uit van dit project. De beveiliging, inclusief geheimenbeheer en Defender for Cloud, werd ook behandeld.
Door deze missie willen we onze monitoring, logging en alarmering binnen onze hybride omgeving inventariseren en standaardiseren. Azure-diensten gebruiken vandaag voornamelijk Log Analytics en Application Insights. Er is een beheerde Prometheus en Grafana in gebruik. IaaS en on-premises resources worden bewaakt door System Center Operations Manager (SCOM). Dashboarding gebeurt momenteel gemengd (Grafana en SquaredUP).

Functieomschrijving:

 We zoeken een expert in Azure-monitoring die in staat is een IT-programma en bedrijfsmodel op te zetten voor dit project. U heeft ruime ervaring in het volgen en realiseren van grote IT-projecten voor digitalisering van processen en digitale migratie, evenals in het leiden van teams. Het hoofddoel van de rol van deze expert is om een programma en een model te ontwikkelen. De expert doet dit binnen het gedefinieerde kader, met een bepaalde kwaliteit en binnen de tijds- en kostenlimieten. Deze factoren kunnen duidelijk worden gedefinieerd of dynamisch beheer vereisen. We besteden uiteraard veel aandacht aan een goede ervaring op al deze vlakken.

Planning en kenmerken van de missie: 

Deze missie duurt 15 dagen en begint op 1 augustus 2024. Prestaties en fysieke aanwezigheid ter plaatse worden in onderling overleg gepland.

 Om deze missie tot een goed einde te brengen, zijn de volgende punten belangrijk:

•    U bent in staat technische oplossingen te vertalen naar het managementniveau
•    Ter ondersteuning van de ontwikkelingsteams kunt u best practices definiëren en documenteren
•    Een methodologie opstellen om op tijd en binnen budget te voltooien
•    Een methodologie opstellen om de voortgang van projecten te waarborgen
•    U kunt helpen een duidelijke toekomstvisie te ontwikkelen
•    Presentatievaardigheden: als architect verwachten we dat u technische onderwerpen kunt presenteren aan technische teams en aan het management
•    Een risico-evaluatie uitvoeren
•    U heeft uitzonderlijke communicatieve vaardigheden en kunt complexe informatie op een duidelijke en begrijpelijke manier overbrengen
•    U heeft een sterk analytisch en probleemoplossend vermogen, in staat creatieve oplossingen te ontwerpen
•    U bent stressbestendig en kunt omgaan met strakke deadlines en hoge druk
•    U voelt zich thuis in een meertalige omgeving (NL/FR/EN)

De daadwerkelijke uitvoering van dit contract hangt af van het verkrijgen van het vereiste budget en kan daarom zonder verdere rechtvaardiging worden geannuleerd. Bij de selectie van kandidaten behouden wij ons ook het recht voor om de kandidaat op basis van prijs te kiezen. Op de eerste dag moet u de NDA voor consultants accepteren en ondertekenen (bijgevoegd). U moet alle vereiste certificaten en documenten bij uw CV en motivatiebrief voegen! Verplicht! Opmerking over goedkeuringsvertraging:

Omdat het hier om een overheidsopdracht gaat, valt deze aankondiging onder de wetgeving inzake overheidsopdrachten. De goedkeuringsperiode van deze opdracht varieert van minimaal 4 weken tot enkele maanden. Het is zeer moeilijk om de goedkeuringsperiode correct in te schatten. U moet dus veel geduld hebben. Het heeft dus geen zin om onze diensten via welke kanalen dan ook te contacteren om de status van het dossier te kennen. U ontvangt informatie via ProUnity zodra deze beschikbaar is.

Mission

En utilisant le cadre d’adoption du cloud de Microsoft comme ligne directrice, le SPF Mobilité et Transports a commencé la refonte d’un environnement Azure existant avec des ateliers impliquant différents intervenants (équipes de développeurs, équipes d’infrastructure, direction, etc.).

Dans ce projet, l’accent a été mis sur la conception de la gouvernance Azure, la conception du réseau Azure, et là standardisation/automatisation via IaC (bicep). La conception et le déploiement de AKS, APIM et Service Bus faisaient également partie de ce projet. La sécurité, y compris la gestion des secrets et Defender for Cloud, a également été couverte.

À travers cette mission, nous souhaitons inventorier et standardiser notre surveillance, journalisation et alerte au sein de notre environnement hybride. Nous recherchons un consultant expert en monitoring Azure capable de mettre en place un programme informatique et un modèle d’affaires et d’exploitation pour ce projet. Vous avez une solide expérience dans le suivi et la réalisation de grands projets informatiques de numérisation des processus et de migration numérique, ainsi que dans la direction d’équipes. Le but principal du rôle de cet expert est de développer un programme et un modèle. L’expert le fait dans le cadre défini, avec une certaine qualité et dans les limites de temps et de coûts. Ces facteurs peuvent être clairement définis où nécessiter une gestion dynamique. Nous accordons évidemment une attention particulière à une bonne expérience dans tous ces aspects.

Calendrier et caractéristiques de la mission :

Cette mission dure 15 jours et commence le 1er août 2024. Les performances et la présence physique sur place sont prévues en concertation mutuelle.

Our main mission is to contribute to the safety, environment, and economy of transport. Within FPS Mobility and Transport, the Directorate-General for Maritime Transport centralizes all federal government responsibilities for the preparation, execution, and monitoring of policies related to maritime affairs. This includes, among other things, safety and security at sea and in maritime ports, international cooperation, planning, implementation, and control of rules for the shared use of the North Sea between professional and recreational users. Mission

Using Microsoft’s Cloud Adoption Framework as a guideline, FPS Mobility and Transport have started redesigning an existing Azure environment with workshops involving different stakeholders (developer teams, infrastructure teams, management, etc.). In this project, the focus was on Azure governance design, Azure network design, and standardization/automation via IaC (bicep). The design and deployment of AKS, APIM, and Service Bus were also part of this project. Security, including secret management and Defender for Cloud, was also covered.

You have extensive experience in monitoring and delivering large IT projects, process digitalization, and digital migration, as well as team leadership.
